The Phone Co-op was founded in 1998 and was originally known as SETCO — the Social Economy Telecommunications Co-operative. The co-operative was established with the aim of making cheaper telecommunications services available primarily to the third sector by purchasing collectively. Although anyone could become a customer, membership of SETCO was initially restricted to third sector customers only. It soon became apparent, however, that many residential customers wished to join the co-operative. A rule change was agreed with members and, in August 1999, SETCO became The Phone Co-op and was converted to a Society incorporated under the Industrial & Provident Societies Acts. * The RISC phone affinity is managed by Sector 39
